RE: With layoffs looming, teachers union clashes with town officials over school funding

So the union is rejecting the budget cuts (that would impact recurring operational expenses) by proposing to use “the town’s reserve funds, such as the $25 million categorized as free cash, which the town uses for non-recurring, non-operational expenses.” How does that make sense exactly? Wouldn’t the town be using the free cash for the exact opposite reason of what it was meant for?

If the town uses free cash to solve the problem for this year, where does that leave us next year if not in the same exact place?
